The Chairman of Future Foundation, Kazuo Tengan has gathered twelve executives of Future Foundation to attend Makoto Naegi's trial for his betrayal towards the organization by protecting the Remnants of Despair. Unfortunately, after Makoto's arrival, they were unaware of the fact that Monokuma had already been resurrected and that he attacked the Future Foundation's hidden faculty.
Monokuma trapped the Future Foundation members inside their own faculty and set up the Final Killing Game by presenting Chisa Yukizome's dead body.

Monokuma begins by explaining the rules of the Final Killing Game. When the time limit reaches 00:00, everyone fitted with a bangle will be injected with a sleeping drug for a fixed amount of time. After everyone is asleep, the attacker will wake up and kill exactly one person within a fixed time limit, before falling back asleep. As a final rule, Monokuma explains that each person also has an NG Code, which is a forbidden action that they are not allowed to do. If a Code is violated, that person will be injected with a lethal dose of poison and killed.
