In einem ausgebrannten Friseursalon wird die Leiche der Auszubildenden Melanie Elvering gefunden. Rosi, die Chefin, und ihre zweite Angestellte, Vera Rüttger, sind erschüttert. Alles weist auf einen Brandanschlag hin. Rasch können Hauptkommissarin Anna Janneke und Hauptkommissar Paul Brix ermitteln, dass es vor kurzem einen heftigen Streit zwischen Melanie und einem afrikanischen Drogendealer gab.
Dieser wird festgenommen. Nachdem zunächst Vera, dann auch Rosi den Drogendealer John Aliou eindeutig wiedererkannt haben, schleichen sich jedoch bei den Kommissaren Zweifel ein. Denn John Aliou hat ein wasserdichtes Alibi. Bei der Befragung von Veras WG-Mitbewohnerin Juliane Kronfels und Margaux Brettner, der Enkelin des Besitzers des gegenüberliegenden Kiosks, registrieren Janneke und Brix, dass diese sich in nationalistischen Kreisen bewegen und die afrikanischen Drogendealer unbedingt weg haben wollen.
Nachdem Vera von Janneke und Brix immer stärker verdächtigt wird, etwas mit dem Brand zu tun zu haben, beschließen Juliane und Margaux, dass Vera untertauchen soll. Doch Vera lässt sich nichts vorschreiben – die Situation eskaliert vollkommen ...
