Monaco has long been cramped on its 2km2 rock. Following the example of his father, "the building prince", Prince Albert also decided to embark on a colossal challenge: build 60,000m2 of housing on the water, a parking lot, a port, a park and its coastal promenade pedestrian. This new jewel of the principality will have the name "L'Anse du Portier". Its builders will have to deal with the depth and fragility of the seabed and deploy pharaonic means to get this brand new Monaco out of the water. Using images shot from the very first stages of the work between land and sea, this documentary tells of all the phases of this extraordinary construction, how these men and women took up the crazy feat of conquering the sea.
