When the Minister of BuZa dies unexpectedly, Maarten Meinema, who has been away from the Netherlands for some time, is brought back to succeed him. The minister turns out to be involved in an accident in which someone is seriously injured. Monique and Raoul try to limit the damage, but Raoul finds out that the minister is hiding a big secret. In Santa Luca, two Dutchmen are waiting for their death penalty to be carried out. Maarten Meinema does everything he can to prevent that while he fights with his own demons.
The pressure on the ministry is increasing, because at any moment two Dutchmen could be executed in Santa Luca. All the newspapers are full of the unfortunate behavior of the minister.

Minister Meinema has played the confidence of both the prime minister and his own party leader and must resign. Much to the chagrin of almost everyone, however, he wants to stay on and travel personally to Santa Luca to save the two Dutchmen from the noose. Every effort is made to avert a political crisis, but Monique and Raoul cannot agree on strategy. The big question is whether Meinema manages to stay off the drink.
