In Denmark, you cannot go to prison if you are developmentally disabled - no matter what crime you have committed. Instead, you are sentenced to placement, and the most dangerous criminal developmentally disabled people in Denmark end up at the secured institution Kofoedsminde on Lolland. 15 years ago, Kristian Almblad was the first journalist allowed to enter Kofoedsminde for the DR documentary "For Farlig Til Frihed". Now he is back to see what has happened to those he visited 15 years ago and to meet the new arrivals. Who are they and what kind of life do they live behind the big fence? In the first episode, he meets Jubas and Kim, two of the residents he followed at the time, but he is also curious about the new residents: 23-year-old Nadia is a young YouTuber struggling to get control of her temper.

The arsonist Tim has lived at Kofoedsminde for the past 6 years because his mental examination showed that he was developmentally disabled. 24-year-old Marco, on the other hand, believes that he is in the wrong place, and fights to maintain hope for a life outside the fence. Kristian Almblad is also involved when a group of residents - manned by staff - meet across the secured wards to watch the European Championship in football.

In Denmark, we have made a choice: We do not put mentally disabled criminals in prison. No matter what they have done. Instead, they are sentenced to treatment, and the most dangerous end up at the secured institution Kofoedsminde on Lolland. How do you maintain the dream of freedom when you are locked up indefinitely? For many of the residents of Kofoedsminde, freedom has long prospects, and the degrees of freedom they have must constantly be weighed in relation to how dangerous they are. In this episode, Kristian Almblad is allowed to meet one of the residents who is particularly outgoing, and then he is there when Jubas can celebrate his 25th anniversary behind the fence.
