The investigation continues into Se'Fron's death (Operation Beta Shield) and McCabe suspects everyone. Section 31, President Vindenpawl and the Romulans are all under suspicion. The return of the Archien complicate matters as the tension heats up in the highest office in the Federation.

Tensions run high as Vindenpawl's leadership is challenged, while McCabe must uncover a mysterious information leak before it threatens the Federation's greatest institution, the office of the Presidency.
