Shinners warns that overfishing by all sectors is sure to threaten salmon numbers - being a far greater threat than damage to habitat. Many of the warnings sounded by Mr. Shinners have not been heeded in the 14 years since this program was made. The film also draws on recommendations of the Commission on Pacific Fisheries Policy headed by UBC Resource Economist Dr. Peter Pearse.
