Film fan Joe and his girlfriend Silvia go on a date to a movie starring Joe's favorite action cinema star, Captain Blue. During the show, Silvia is literally being pulled through the screen and into Movieland. Joe is also pulled in, where he is forced to battle the minions of Jadow, the organization responsible for Silvia's capture. As things look bleakest for Joe, Captain Blue appears before him, granting Joe a special V-Watch which allows him to transform into a superhero in his own right. With his new powers, Joe pursues Jadow in an attempt to rescue his girlfriend.

Joe chases Hulk Davidson to a strange castle where everything is upside down. Silvia tries to use the bathrom, but the toilet is on the ceiling! Joe then appears and seems to not be powerful enough to fight Hulk Davidson. But then, he remembers Captain Blue VFX powers from the movies, and beats Hulk. However, just when things are looking up, Charles the 3rd swoops in and takes Silvia!

While contemplating his new name. Joe suddenly finds himself a new part of Movieland, resembling a small desert island. Meanwhile, Charles the 3rd drops Silvia off in a new prison in a secluded portion of Movieland. The members of Jadow meet at their lair shortly thereafter, and it is decided that the shark Gran Bruce should be next to confront Joe. Gran Bruce confronts Joe on the island, but despite an environmental advantage, the shark is defeated by pure luck. Right as the battle ends, the electrical demon Alastor appears. Joe quickly matches him in combat, causing Alastor to call the fighting skills of his new rival "viewtiful", which Joe then adopts into his new name "Viewtiful Joe". As Alastor departs, he states that Silvia's capture is necessary for Jadow's plans of world domination.

Joe makes his way to a city and tries to find an open burger stand. Far away, Silvia begins adjusting to life as a prisoner, using her charm to get delicious meals. The organization's Coordinator Sprocket slowly begins to break Silvia's spirit by showing her edited reels of Joe's previous battles to make him appear incapable of defeating Jadow's forces. Sprocket then sends a group to fight Joe in the city to create another reel, but is shocked to find Silvia watching an unedited copy of Joe's heroic victory, reaffirming her hope for rescue.

Jadow formulates a plan to attack Viewtiful Joe from the skies, with Charles III taking charge. Joe and Junior make their way to another city, where Junior befriends farmer Syrus Brown. That night, Charles III launches his assault. In desperation, Joe calls upon Machine Six, the robotic flying machine once owned by Captain Blue. Machine Six finds its way from Syrus' barn to its new master and helps the duo with the battle.

On a mountainous area of Movieland, Joe and Junior encounter Jadow's Fire Leo, a pyrokinetic lion. Curious of Silvia's attraction to Joe, Alastor arrives to Joe and Leo's battle. Finding Joe an unconventional hero, Alastor offers Leo no help and leaves. Viewtiful Joe and Captain Blue Junior deftly outsmart Fire Leo in combat, and with his fire powers extinguished, the villain promptly retreats.

After a classic battle, Blue discovers Joe's support from his friends made him strong enough to beat him. Meanwhile, Silvia realizes Captain Blue is a figure from her past! After Blue reveals his collapse into depression and immersion into Movieland, Joe and Silvia forgive him. However, Silvia wants a V-Watch so she can be Joe's sidekick, and becomes Go-Go Silvia! Meanwhile, a mysterious craft descends from outer space...
