Tsubame, determined to change the school, struggles to figure out what actions to take. She receives a mysterious suggestion from Kei to create a kind of community or "village". Trying to follow this idea, she attempts to gain the support of the student council members. However, she becomes involved in a case of missing council funds and faces a vote of no confidence. Instead of building unity, she ends up isolated. At her lowest point, Kei presents her with a new plan.
