Washington DC. In the capital of the United States, Hugo Girard meets Ron Moten with whom he talks about political corruption. Then, Hugo moves away from the White House and goes to the most dangerous districts of the city accompanied by a former detainee. Hugo also meets a surprising gay and transsexual street gang, the only one of its kind in the country.
