In the first episode, civil enforcement officers in Portsmouth are seen cracking down on errant drivers. Parking attendant Gavin Green says: “I would rather back a donkey in the Grand National than want to come and park in Portsmouth. You would have better odds on the donkey than parking and not getting a ticket.” Meanwhile, the city’s blue badge investigator looks for motorists using stolen, forged or fraudulent disabled parking passes.

Cameras follow enforcers from authorities in Hampshire, Herefordshire and Yorkshire carrying out their jobs - dishing out tickets and fining motorists on high streets and in car parks.

Campaigners including an ex-political reporter, a bed-and-breakfast owner and a 97-year-old ballet teacher air their views on the issue of where drivers can park in modern-day Britain, where CCTV cameras and armies of enforcers ensure spaces are kept clear of illegally parked motors.
