Transporter consoles are being tampered with at many locations throughout Federation space and Captain Clinton Dodge and the crew of the USS Hood are ordered to track down who is responsible for committing these crimes. The trail ends at the Shire, an outpost in space in the remote Andor sector. There, they meet and join forces with the local law, Sheriff Qwee.
