A mystery worries the Minister of the Interior: in a fortnight, three kidnappings have taken place in the middle of the street and the enigma lies in the fact that it is impossible to know who was kidnapped! The only lead available to the mobile brigades is that of a Serbian terrorist organization: "The Black Hand".
