The body of a young man is found in the Xiaxi District, which has a high crime rate in Xinzhou. The victim is He Zong Yi, who was earning money to pay for the medical expenses of his sick mother. Luo Wei Zhao of the Special Investigation Department (SID), which handles major cases separate from the patrol units that protect the autonomy of each district, visits the scene where the body was found with his deputy captain Tao Ze and others. A large number of media personnel flock to the scene, and they suspect a connection to the three previous drug cases.
