High school student Houtarou is lost in life, unable to decide what he wants to do in life. He is searching for his "Gotcha". He finds Hopper1, a chemy who is then joined by Steamliner. The two lead Houtarou to a mysterious man, who entrusts Houtarou with the power to become a Kamen Rider.
