The recruitment process (probatio) in the Imperial Roman Army was a delicate process. In it is determined if the potential soldier was fit for duty, this required that he was of proper age, mental and physical fitness. Furthermore, you needed to be free-born and if he wanted to join the Legions or even the Praetorians he also needed the Roman Citizenship.
