Confused people cause more and more nuisance and violence. They are a danger to themselves and their environment. Sometimes there are even innocent deaths, such as recently in a cinema in Groningen. How do we deal with people in the Netherlands who are confused? When do you intervene? And how do you decide when to lock up confused people?
