Cilá and Assira go to Nimrod's house but are expelled by Semiramis. Nimrod looks at Liba. Lucifer speaks to Semiramis. Ninrode talks about the idea of building a tower. Semiramis asks Gomer to assemble the council. Liba confesses to her parents that she likes Nimrod. The council agrees to listen to Nimrod. Semiramis makes himself a victim before Nimrod
