Pac fails his driver's license test because of a ridiculously strict Hovering Vehicles Department employee, Mr. Strickler. Then, to save Pac-World, Pac has to fly the Paccerchini into the Netherworld, but because he only has a learner's permit, Mr. Strickler is reluctantly taken along for the ride.
