Mahadev released the water from his dreadlocks to test Parvati's devotion. Ganesh, Kartike, and Vishnu are stopping the flow of water. Parvati takes the Maa Kali avatar and stops the water flow from the third dreadlock. But when Mahadev opens his fourth dreadlock, there's no one to stop the water flow.
