Why It's Almost Impossible For An Engine To Rev Over 20,000 RPM (3x9)

The average RPM range of our boring consumer cars, or heck, even our more performance fueled cars are sub 10,000 rpm. So how does F1 make an engine that revs to 20,000 RPM? And why would they want to? What does a higher revving engine mean for performance?
