A fatal accident occurs during a truck inspection. Tom and Semir discover that the truck driver Peter Holzmann is connected to the special unit "ADS 23", whose members Jochen Schrader and Hans Kossack extort protection money from truck drivers. Freight forwarders who do not pay receive fines. When the police officer Martin Eichel tries to get out, he is threatened by Schrader and dies in an accident. Tom and Semir uncover Kossack as the mastermind and do everything in their power to convict him.
