Tsubame is a second-year student at the prestigious Meiran Academy High School. While the school is controlled by an elite group of eight students known as the "Platinum 8", Tsubame is just an ordinary student. One day, she is suddenly made student council president as part of a scheme by the Platinum 8. Overwhelmed by the unexpected responsibilities and burdened with menial tasks, she struggles to keep up. When the vice president takes the fall for the Platinum 8 and faces expulsion, Tsubame tries to save him, only to discover the ugly truth hidden beneath the school’s polished image. Just as she begins to lose hope, a mysterious man appears before her.

Tsubame, determined to change the school, struggles to figure out what actions to take. She receives a mysterious suggestion from Kei to create a kind of community or "village". Trying to follow this idea, she attempts to gain the support of the student council members. However, she becomes involved in a case of missing council funds and faces a vote of no confidence. Instead of building unity, she ends up isolated. At her lowest point, Kei presents her with a new plan.

After gaining a few vulnerable allies in the student council, Tsubame’s next task from Kei is to protect their base. To better understand the students’ concerns, they set up a suggestion box. Soon, the council is overwhelmed with complaints, especially about budget distribution among sports clubs. Amid the chaos, a group of less recognized clubs, unable to get their own club rooms due to a scheme by the basketball team led by Natsuki, takes over the student council room to use as their own.

One day, Tsubame and the others find the student council room completely trashed. Although it’s clear the Platinum 8 are responsible, the teachers ignore the situation. Kei insists the only way to hold the adults accountable is through scandal. The next day, a wall newspaper published by the student council features a headline exposing a secret relationship between Emily and their homeroom teacher, Tsuboi.

During the school’s cultural festival season, Tsubame appears to be gradually gaining student support. However, in the middle of preparations, her entire class suddenly boycotts the event. Although the Platinum 8, including Mimorin, initially seemed cooperative, they seem to be behind the disruption. As Tsubame panics, Kei points out that she may have been the one distancing herself from others, prompting her to take action.

Tsubame’s next task from Kei is a direct confrontation with the Platinum group. Her team begins challenging the unfair privileges held by the Platinum students, especially those centered around Natsuki. Just as they seem to reclaim a sense of freedom, a new threat appears: the Meiran PTA, made up of the Platinum students' parents. At a PTA meeting, a proposal is made to abolish the special admission program, aiming to push Tsubame and her allies out of the school.

It’s revealed by Minami that Kei was the one writing Tsubame’s speeches, which had moved many students. Feeling betrayed, the students turn against Tsubame, and Minami begins pushing for her expulsion through a school-wide campaign. When Tsubame turns to Kei for help, he rejects her. Meanwhile, Minami attempts to reassert control over the school by offering Kei a large sum of money to work for her. With her only ally gone, Tsubame faces an uncertain future.
