Are Mermaid Man and Barnacle Boy Actually FISH??? (3x38)

SpongeBob SquarePants has some of the craziest characters around Bikini Bottom, but two characters look more human like than any other - Mermaid Man and Barnacle Boy. But how are they the same size as the other fish around the town? Could they ALSO be fish? Sounds crazy, but this theory might actually be true.
