While Takasugi says he wants to quit rocking to sing Heaven's Song, his true goal is to work for the government and destroy it from the inside. Meanwhile, the Ultra Souls minus Takasugi decide to crash the government's Oedo Heaven's Festival to broaden the reach of rock.
