There's a homemade hat parade at Mr Bloom's fete in Hartlepool, but none of the Veggies has a suitable hat. Only after making scarecrows out of unwanted clothes do Mr Bloom and the Tiddlers realise that they can make flippy-floppy hats out of some unwanted leaves!
