In Georgia, a former Soviet republic, the pro-Russia party Georgian Dream won the parliamentary elections, amid accusations of vote rigging and Russian interference. Russia’s president Vladimir Putin is seeking to counter European influence both close to home and in emerging countries, particularly Africa.
