The people of West End refuse to pay their music tax to the Master Blaster, who finds out that Whiz has invented a Dream Machine that makes your dreams come true. The Copy Cats steal it and turn it into a Nightmare Machine in order punish the town and get rid of Kidd Video once and for all.
