A drug deal is interrupted by a police raid, but in the ensuing chaos, one of the criminals manages to escape. During his flight, a shooting occurs, resulting in a casualty. The man then seeks refuge in a consulate, sparking a diplomatic incident. The detectives are determined to apprehend the criminal at all costs.
