A year on, Ed Howker investigates claims that even after the Hackitt Review of building regulations, Britain's tower blocks are still not safe. He looks at recommendations from experts that combustible cladding should be banned and sprinkler systems introduced and examines new evidence of risks in hundreds of other blocks.
