Based on a storyline in Gideon's Fire. George Cole plays a man whose wife and young daughter died in a house fire. He starts setting fires to make people take notice of the danger of fire but after killing 4 people (including a PC), he goes onto bigger fires, setting fire to a paint warehouse. He then gets hold of four sticks of dynamite.
