The Special Investigation Department arrives at the Heng'an Welfare Facility. It is where Zhang Zhao Jin, the former head of the Special Investigation Department, his brother Zhang Zhao Lin, and Su Fei grew up. Zhang Zhao Jin had turned a blind eye to the crimes committed by Zhang Zhao Lin's organization, such as the Huo Xiao incident and the murder of Captain Yang. Luo Wei Zhao realizes that the Supervision Office has intervened early and is moving to catch the organization and the Janitor in one fell swoop. He also learns that Pei Su is essential to the operation. Zhang Zhao Lin, whose son Zhang Dong Lan has been kidnapped, contacts Pei Su, but the Janitor bursts in and kidnaps Pei Su.
