An international city built in the Siberian tundra by the world's best scientists. Doctor Yamatone and his team visit Doctor Leo's observatory, but it has been ransacked in the meantime. Nazo's flying saucer team abducted the space creature Arigon, which Doctor Leo brought back from the planet. The Arigon, which has become enormous due to radiation, attacks the cosmopolitan city! Arigon is docile thanks to the work of the Golden Bat, but a debate arises between citizens and scientists about what to do with the child.
