Why Do Schools plant These?!? (2017x4)

I've noticed that there are a lot of these trees hanging around campus. Thing about these trees is that their flowers emit this smell that is similar to cum (hence the name) I am just curious who's brilliant idea was it to plant these things, AND WHY?!
