In downtown Rome, three men are shot dead at the same time in three different spots. It's immediately clear that this is the work of a first-class marksman. But while two of the victims have no ID, the third one turns out to be a Colombian student. Something doesn't add up. Inspector Rivera and Rex are called in to investigate.
