The owner of the Russian restaurant Berjozka, Viktor Olejnikov, is shot dead in a fight with extortionists. Luzhkov, one of the extortionists, was wounded and left a trail of blood at the scene. The extortionists are led by Turobin, a former army officer from Sevastopol. However, none of the extorted restaurateurs wants to testify or give evidence against Turobin. They are afraid. Only the son of one owner is willing to cooperate with the criminals.
