Tae-joon uses Jaesung Construction's bankruptcy possibility to his advantage. He tries to disband Bureau Five and force Commissioner Baek's resignation. Meanwhile, Dong-joo and the people of Bureau Five chase after Tae-joon and Ryu Yong-sin to find a way to fight back.
