During a stabbing at a school, a popular teacher is killed. A witness reports that the attacker seemed to be holding the teacher accountable for something. When it turns out that the teacher was also a foster parent, the investigation initially focuses on that angle. But when a second victim—a child welfare worker—is found dead shortly after, alarm bells go off. Meanwhile, Romeo and Marion deal with a neighbor dispute in which an elderly woman is being seriously threatened. Wolfs finally goes to a doctor about his tremors.
