Ziva witnesses a bombing which kills two FBI agents and a Syrian informant. It's discovered this is a political assassination and the F.B.I. is now looking for Ziva. Ziva avoids the F.B.I. and contacts Gibbs, who is enjoying his retirement in Mexico, for help. The N.C.I.S. team, led by Tony, must prove that Ziva is innocent. Ziva, with Gibbs help, proves her innocence by capturing the bad guys and evidence.
