Remember when you were a kid playing tag? If someone got to home base they were safe and you couldn't tag them but there was always that one kid who wouldn't follow the rules. That is NOT Mr.X. Mr.X knows that if you don't follow the rules there can't be a game, society will break down, chaos will rule. He will not break the sanctity of home base for anything.
