Why F1's 2022 Wheels are Slower but Better (3x28)

If you have been keeping up with the new regulations coming to F1 in 2022, one of the most visually obvious changes is in the wheels. What's with those slim sidewalls? Or that convex hub? And what the hell are those little wings over the tires?
