NGC's cameras capture the tense standoff as it unfolds, as Troopers surround the property and negotiate with the man. On one of the busiest highways in the Mat-Su Valley, Trooper Cooper pulls over an intoxicated muscle-head who was reported to have been doing 'donuts' in the middle of the road.
