Lake Noshu is sealed off after the impact of a falling meteorite. Sensing fragments of his lost memories in the news, Jin heads to the lake and encounters Haibara on the run, who hands him a memory chip. However, shortly afterwards, Haibara is shot dead by the government. Suspicious of the government's actions, Jin and Haibara's companion Saki begin to investigate the secrets of the government agency that manages the monitors, the Intelligence Bureau. What is inside the memory chip? Is it somehow related to Jin's memories?!
