Was Scooby-Doo Supposed to Go to SPACE?? (4x17)

Scooby-Doo has seen it all. Ghosts, ghouls, werewolves... you name it! He's even met John Cena a few times! But one question that hasn't been answered on the show is how exactly Scooby-Doo can speak. Not like bark-on-command speak, more like actual words and the ENGLISH language. Is it possible that Scooby-Doo was bred to be sent to space and learned to talk through that?
