Harrow Housing Enforcement Officer Sheetal Rajani is carrying out a series of surprise inspections when a distressed tenant approaches her. Sharon, a single mother of three, has been living with rats, bed bugs and damp. Her landlord believes the problem comes from the flat upstairs, but the landlord upstairs is not allowing them access.
