In Las Cruces, New Mexico, Katie Sepich is out for a party with friends before the new school year starts up. A fight with her boyfriend leads to Katie walking home alone, only to be found in a landfill the next day, dead. With Katie's family believing DNA is best way to find the killer, they campaign to change the laws around when DNA can be collected.
