Section 4, led by Izumi Sakuragi, reopens the cold case of the "Divine Executioner" serial murders after a new victim is found with the same ritualistic markings. As the team struggles with similarities and differences between the cases, Izumi is moved by the suffering of a victim's family. Meanwhile, a crucial piece of new evidence from the old case is discovered.
