District 2 - Officer Jason Tkach takes the call to the 1600 block at River Cove. Before she can say where she is the phone goes dead. Tire thieves; a car contains crack cocaine; liquor-store incident. Ft. Worth TX/Tampa FL #1429. 3/16/02
